Our validation tools read the Standards for RTOs 2025, formally the Outcome Standards for NVR Registered Training Organisations, in force from 1 July 2025. The wording below is taken from the ASQA practice guides, the same data the tools use, so you can see exactly what a finding is based on.

What our tools check, and what they do not

Our validation tools currently check documents against 10 of the Standards for RTOs 2025, taken from the six ASQA practice guides below.

  • Quality Area 1, Training and Assessment:1.11.21.31.41.51.8
  • Quality Area 2, VET Student Support:2.52.6
  • Quality Area 3, VET Workforce:3.23.3

The 2025 Standards span four Quality Areas and include more Standards than these ten. Our tools only cite a Standard they have data for. If a finding relates to a Standard outside this list, the tool says so rather than guessing a number. Quality Area 4, Governance, has no entry because none of the six practice guides covers it.

Quality Area 1: Training and Assessment

ASQA’s self-assurance questions

  • How do you know your assessment system is fit-for-purpose for your various student cohorts and consistent with the requirements of the training product?
  • How do you validate the authenticity of a student's assessment evidence?
  • What due diligence do you undertake to ensure that your trainers and assessors, as well as those working under direction, meet the requirements of the Credential Policy?
  • How do you monitor your assessment system and consistency of assessment judgements, and make any necessary changes to assessment tools and other materials?
  • How does the design of your assessment system support assessment in line with the principles of assessment and rules of evidence?
  • What systems and processes do you have in place to undertake regular, structured and impartial validation of assessment practices?
Standard 1.3

The assessment system is fit-for-purpose and consistent with the training product.

An RTO demonstrates

  1. a.
    the assessment is consistent with the requirements of the training product
  2. b.
    assessment tools are reviewed prior to use to ensure assessment can be conducted in a way that is consistent with the principles of assessment and rules of evidence set out under Standard 1.4
  3. c.
    the outcomes of any such reviews inform any necessary changes to assessment tools.
Standard 1.4

The assessment system ensures assessment is conducted in a way that is fair and appropriate and enables accurate assessment judgement of VET student competency.

An RTO demonstrates

  1. a.
    the assessment system facilitates assessment which must be conducted in accordance with the following principles:
    1. i.fairness - assessment accommodates the needs of the VET student, including implementing reasonable adjustments where appropriate and enabling reassessment where necessary
    2. ii.flexibility - assessment is appropriate to the context, training product and VET student, and assesses the VET student's skills and knowledge that are relevant to the training product, regardless of how or where the VET student has acquired those skills or that knowledge
    3. iii.validity - assessment includes practical application components that enable the VET student to demonstrate the relevant skills and knowledge in a practical setting; and
    4. iv.reliability - assessment evidence is interpreted consistently by assessors and the outcomes of assessment are comparable irrespective of which assessor is conducting the assessment
  2. b.
    assessors make individual assessment judgements that are justified based on the following rules of evidence:
    1. i.validity - assessment evidence is adequate, such that the assessor can be reasonably assured that the VET student possesses the skills and knowledge described in the training product
    2. ii.sufficiency - the quality, quantity and relevance of the assessment evidence enables the assessor to make an informed judgement of the VET student's competency in the skills and knowledge described in the training product
    3. iii.authenticity - the assessor is assured that a VET student's assessment evidence is the original and genuine work of that VET student; and
    4. iv.currency - the assessment evidence presented to the assessor demonstrates the VET student's current skills and knowledge.
Standard 1.5

The assessment system is quality assured by appropriately skilled and credentialled persons through a regular process of validating assessment practices and judgements.

An RTO demonstrates

  1. a.
    validation of assessment practices and judgements ensure the assessment system produces assessment judgements that are consistent with the training product and comply with the requirements set out in this instrument
  2. b.
    every training product on the organisation's scope of registration is validated at least once every five years and on a more frequent basis where the organisation becomes aware of risks to training outcomes, any changes to the training product or any feedback from VET students, trainers, assessors, and industry
  3. c.
    it utilises a risk-based approach - informed by any risks to training outcomes, any changes to the training product or any feedback from VET students, trainers, assessors, and industry - to determine:
    1. i.the components of the assessment system for a training product which are to be validated; and
    2. ii.the sample size of assessments that are to be validated in respect of a particular training product.
  4. d.
    in addition to the requirement in paragraph (b), the assessment system for an AQF qualification or skill set from the Training and Education Training Package that enables individuals to make assessment judgments (as specified in the Credential Policy) has been or will be validated:
    1. i.once the first cohort of VET students with the organisation have completed their training and assessment; and
    2. ii.by a person who is independent, not employed or subcontracted by the organisation to provide training and assessment, and has no other involvement or interest in the organisation's operations.
  5. e.
    validation is undertaken by one or more people who collectively have:
    1. i.industry competencies, skills and knowledge relevant to the training product
    2. ii.a practical understanding of current industry practices relevant to the training product; and
    3. iii.one of the credentials for validation specified in the Credential Policy .
  6. f.
    the outcome of an assessment validation is not solely determined by a person who has designed or delivered the training or assessment
  7. g.
    how outcomes of an assessment validation are used to inform changes to the assessment system.

Facilities, resources and equipment

  • Do the training product requirements include specific facilities, resources or equipment?
  • How has industry, employer, community, staff and student feedback influenced the facilities, resources and equipment you use?
  • How do students access the facilities, resources and equipment? Do all students have reasonable and equitable access?
  • What risks are associated with the facilities, resources and equipment and how are these risks proactively managed, including by your third parties, to ensure the safety of students and staff at all times?
  • What consideration have you given to the appropriateness of virtual training and assessment before proceeding with it? For example, if asking a student to record an assessment activity that involves interacting with another person, has that person given consent to being recorded?
  • Are there any specific risks associated with facilities, resources or equipment used for work- integrated learning, work placements or other community-based learning? If so, how are these being managed?
Standard 1.8

Facilities, resources and equipment for each training product are fit-for-purpose, safe, accessible and sufficient.

An RTO demonstrates

  1. a.
    how it identifies the facilities, resources and equipment required to deliver the training product, including how it identifies which facilities, resources and equipment will be provided by third parties instead of the organisation
  2. b.
    where facilities, resources and equipment are provided by the organisation or third parties - how the organisation ensures:
    1. i.that the facilities, resources and equipment are, and will continue to be suitable and safe for use by VET students
    2. ii.that VET students have access to the facilities, resources and equipment they need to participate in the training and assessment relevant to the training product
  3. c.
    it has documented strategies and procedures in place to identify and manage risks associated with VET students using facilities, resources and equipment when undertaking work-integrated learning, work placements, or other community-based learning as part of their learning.

Training

  • How do you know your training design and delivery is fit-for-purpose and consistent with the requirements of the training product?
  • How do you identify relevant industry, employer and/or community representatives and engage with them to ensure your training reflects current industry requirements, expectations and practice?
  • What has informed your understanding that the structure and pacing of training allows students to achieve the outcomes set out in the training product? How do you adjust this for different student cohorts?
  • How do you ensure trainers are appropriately skilled, qualified and resourced to deliver training in an effective and engaging way?
  • How do you collect industry, employer and/or community representatives and student feedback and use this to inform improvements to training design and delivery?
  • How do you evaluate whether work placements provide students with sufficient opportunity to gain the necessary industry-relevant skills and knowledge?
Standard 1.1

Training is engaging, well-structured and enables VET students to attain skills and knowledge consistent with the training product.

An RTO demonstrates

  1. a.
    training is consistent with the requirements of the training product
  2. b.
    the modes of delivery enable VET students to attain skills and knowledge consistent with the training product
  3. c.
    training is structured and paced to support VET students to progress, providing sufficient time for instruction, practice, feedback and assessment
  4. d.
    training techniques, activities and resources engage VET students and support their understanding
  5. e.
    where the training product requires work placements or other community-based learning, necessary skills and knowledge are able to be attained in that environment.
Standard 1.2

Engagement with industry, employer and community representatives effectively informs the industry relevance of training offered by the NVR registered training organisation.

An RTO demonstrates

  1. a.
    how it identifies relevant industry, employer and community representatives and seeks meaningful advice and feedback from those representatives
  2. b.
    it uses relevant advice and feedback to inform changes to training and assessment strategies and practices
  3. c.
    training reflects current industry practice.

Quality Area 2: VET Student Support

Diversity and inclusion

  • How do you support and encourage participation by a diverse range of students, including those from under-represented groups?
  • How is your organisation perceived by the local First Nations community? Have you tested this?
  • How do you ensure your systems, policies, procedures and practices are inclusive and culturally safe?
  • What strategies do you have in place to prevent discrimination in your RTO and identify and respond to instances of discrimination where these occur?
  • What strategies do you have in place for preventing abuse, harassment or violence, and for dealing with such issues should they arise amongst your student cohort?
  • How do you support and build the cultural competence of your staff?
  • How do you monitor the learning environment to ensure it is inclusive, culturally safe and welcoming of students and staff?
Standard 2.5

The learning environment promotes and supports the diversity of VET students.

An RTO demonstrates

  1. a.
    it fosters a safe and inclusive learning environment for VET students
  2. b.
    it fosters a culturally safe learning environment for First Nations people.

Quality Area 2: VET Student Support

Wellbeing

  • What systems and processes do you have in place to identify the wellbeing support services that might be needed by the student cohorts you deliver training to? If you have third party agreements in place, how do you ensure your systems and processes are being followed by them?
  • How do you identify which wellbeing services are most appropriate to support your student cohort?
  • How do your staff ensure students are made aware of the available supports?
  • How do you seek feedback from students about your wellbeing support strategies?
  • What strategies do you have in place for preventing abuse, harassment or violence between or amongst students, and for dealing with such issues should they arise?
Standard 2.6

The wellbeing needs of the VET student cohort are identified and strategies are put in place to support these needs.

An RTO demonstrates

  1. a.
    it identifies, by reference to the training product content, the wellbeing needs of the VET student cohort and appropriate wellbeing support services
  2. b.
    it advises the VET student cohort of the availability of wellbeing support services, and any organisation students can contact, or additional action students can take to support their wellbeing.

Quality Area 3: VET Workforce

Trainer and Assessor Competencies

  • How do you verify that each person delivering training and assessment for your RTO is appropriately credentialled?
  • How do you ensure that you are engaging with industry regularly to assure yourself that trainers and assessors have current industry skills?
  • How do you know that your system for monitoring those working under direction is effective?
  • How do you monitor and regularly review the performance of trainers and assessors to identify opportunities for professional development?
  • How do you identify the types of industry competencies, skills and knowledge relevant to each training product on your scope of registration?
  • How do you identify and address gaps in your trainers and assessors' industry competencies, skills and knowledge?
  • How do you ensure your use of industry experts adds value to training and assessment outcomes?
Standard 3.2

Training and assessment is delivered to VET students by credentialled people with current skills and knowledge in training and assessment.

An RTO demonstrates

  1. a.
    training and assessment is only delivered by persons who hold the appropriate credentials for the delivery of training and assessment as specified in the Credential Policy
  2. b.
    where the Credential Policy permits a person to deliver any training or assessment under direction - the organisation has systems in place that ensure the person does not make assessment judgements and is delivering quality training and assessment
  3. c.
    how it ensures all trainers and assessors undertake continuing professional development to maintain current skills and knowledge in training and assessment, including skills and knowledge relating to engaging and supporting VET students.
Standard 3.3

Training and assessment is delivered by persons with current industry skills and knowledge relevant to the training product.

An RTO demonstrates

  1. a.
    all persons delivering training or assessment for, or on behalf of the organisation:
    1. i.have industry competencies, skills and knowledge that are relevant to, and at least to the level of, the training product being delivered or assessed by the person; and
    2. ii.maintain an understanding of current industry practices relevant to the training and assessment being delivered by the person
  2. b.
    where it engages experts for the purposes for the purposes of delivering training, it does so:
    1. i.by reference to the requirements of the training product or the specific VET student cohort; and
    2. ii.in response to a specific need for the expert to be engaged
  3. c.
    it has a system for ensuring:
    1. i.experts have industry competencies, skills, knowledge and specialised industry or subject matter expertise that is directly relevant to the training product they are delivering
    2. ii.experts are only authorised to work under the direction of a person with the appropriate credentials to provide direction on the delivery of training and assessment, as specified in the Credential Policy
    3. iii.where the expert is involved in assessment judgement - they conduct the assessment alongside the trainer or assessor; and
    4. iv.the training or assessment the expert is involved in delivering is subject to oversight by the organisation.
