Assessment-validation resourcing
Estimate the panel hours and cost of validating your assessment across a cycle, and what that means per year.
For RTO compliance managers, validation leads
How to use this calculator
Start with the worked example below. Replace the figures in Your numbers with your own inputs, then select Recalculate. Read the assumptions and limitations before using the estimate in your planning. Save report downloads the last calculated results and inputs.
Validation hours per year
48 hours
Total panel hours across the cycle, divided by the cycle length.
- Samples reviewed per unit
- 3
- Your sample percentage applied to a unit's annual completions.
- Panel hours per unit
- 6 hours
- Reading plus meeting time, multiplied by the number of panel members.
- Total hours across the cycle
- 240 hours
- Every unit on scope validated once.
- Cost per year
- $3,120.00
- Annual panel hours at the hourly cost you entered.
- Cost across the cycle
- $15,600.00
- The full cycle, for budget submissions that run longer than a year.
This is an estimate to support your professional judgement, not a determination. Our tools draft. You validate.

Your numbers
Units of competency you deliver and assess.
Years over which every unit is validated at least once.
Percentage of completed assessments reviewed for each unit. A sample, not the whole population.
How many learners complete assessment in a typical unit each year.
One panel member reading one learner's evidence against the tool.
People in the validation panel. At least one must be independent of the delivery and assessment of that unit.
Time the panel spends discussing and recording the outcome, beyond individual reading.
Total cost to the RTO per hour, including on-costs.
How this is worked out
Samples per unit = enrolments per unit × sample%. Reading hours per unit = samples × minutes ÷ 60, read by each panel member. Panel hours per unit = (reading hours × panel size) + (meeting hours × panel size). Cycle total = panel hours per unit × units. Annual share = cycle total ÷ cycle years.
What it assumes
- Every panel member reads the full sample. Some RTOs split the sample between members, which reduces reading hours but changes what the validation evidences.
- Each unit is validated once per cycle. Units with identified risk are usually validated more often.
- Sampling is across the year's completions, not a single cohort.
What it does NOT account for
- Rectification work after validation finds a problem, which is frequently larger than the validation itself.
- Pre-validation preparation: assembling evidence, redacting learner details, booking the panel.
- Independent or external validator fees, which are usually higher than an internal hourly cost.
- Industry-consultation time, a separate obligation from validation.
What to do next
- Check the annual share against what you actually budgeted for validation this year: the gap is usually the finding.
- Confirm your panel composition meets the independence requirement for each unit before booking the time.
- Add a rectification allowance. A validation that never generates work is not a validation anyone should trust.
- Record the sample rationale alongside the outcome; the sample size is part of the evidence.
